Acting Attorney General during the absence on leave of Mr Goodman from the 18th April to the 2nd October this year. During that period the amount of work Mr Leach had to perform was much in excess of the ordinary duties of the Attorney General owing to the occurrence of the plague.
I have already conveyed to Mr Leach my appreciation of the highly satisfactory manner in which his duties were executed and I have now great pleasure in recommending him to Your Lordship's favourable consideration for a legal appointment in the Colonial Service whenever a suitable opportunity may occur.
